Judy has 30 years of experience in the healthcare and medical-legal industries. Her expertise is in assisting healthcare organizations to identify and manage internal risks, assess the effectiveness of their compliance programs, and identify opportunities for strengthening their efforts to promote a culture of compliance.
Her experience in clinical obstetric nursing, nursing management, healthcare operations, healthcare malpractice defense litigation, risk management, and compliance allows Judy the advantage of being able to consider various perspectives when assessing an organization’s compliance effectiveness.
Professional experience
Judy came to Huron Consulting Group from the Office of Inspector General (OIG) for the Department of Health and Human Services (HHS) where she served as a compliance coordinator in the Administrative and Civil Remedies Branch (ACRB) of the Office of Counsel to the Inspector General (Law Department). While serving in that role, she:
- Monitored providers’ compliance with integrity agreements and certification of compliance agreements entered into with the OIG.
- Assisted with negotiating complex corporate integrity agreements (CIAs).
- Served as a resource on compliance matters for attorneys within ACRB.
- Represented the IG in exclusion appeals, provider self-disclosures, and litigation pertaining to the Emergency Medical Treatment and Labor Act (EMTALA).
Prior to joining the OIG, Judy worked for Tenet Healthcare Corporation at the hospital, regional, and corporate levels. While at Tenet, she:
- Served as a risk manager and as director of bioethics and regulatory affairs at the hospital level.
- Served as regional compliance director for the (then) 16 hospitals in Tenet’s Southern States Region.
- Served as director of EMTALA Compliance for the (then) 69 hospitals within Tenet Healthcare Corporation.
Before joining Tenet, Judy worked as a legal nurse consultant on hospital and medical malpractice defense litigation teams in Houston, Texas. As such, she:
- Evaluated the delivery of care and resulting outcomes in medical malpractice cases.
- Reviewed, summarized, and analyzed medical records.
- Conducted research and integrated medical and nursing literature into the defense of these cases.
- Retained expert witnesses.
- Interviewed defendants and fact witnesses.
- Prepared witnesses to testify at depositions and trial.
- Created trial exhibits.
