Latour "LT" Lafferty, J.D., CCEP, CHC

Latour "LT" Lafferty is a Shareholder with the law firm Fowler White Boggs Banker in Tampa, Florida and is the White Collar Crime & Government Investigation's Practice Leader. Mr. Lafferty is a former criminal and civil federal prosecutor engaged in the representation of organizations, individuals, and affiliated personnel in governmental enforcement investigations, litigation and trial. Mr. Lafferty's practice includes white collar criminal defense, internal investigations and audits, criminal tax and money laundering investigations, False Claims Act (FCA) qui tam investigations, parallel civil investigations and litigation as well as various business torts. Mr. Lafferty is a certified Compliance and Ethics Professional (CCEP) with the Society of Corporate Compliance and Ethics (SCCE) and is certified by the Health Care Compliance Association (HCCA) in Healthcare Compliance (CHC). Mr. Lafferty is currently serving a two year term as a Commissioner on the State of Florida Commission on Ethics (FCE) which hears ethics complaints against state and local public officials, and issues advisory opinions regarding Florida's Code of Ethics. Prior to entering the private sector, Mr. Lafferty was an Assistant United States Attorney (AUSA) in the Middle District of Florida, Tampa Division from 1995 to 2005. As an AUSA, Mr. Lafferty was most recently assigned to the Affirmative Civil Enforcement (ACE) Section of the Civil Division dedicated exclusively to the civil investigation and prosecution of federal health care fraud matters (Health Care Fraud Unit) from 2001 to 2005. In this capacity, Mr. Lafferty primarily handled False Claims Act (FCA) whistle blower qui tam cases and other affirmative health care compliance matters and was conferred the U.S. Dept. of Health and Human Services, Office of Inspector General's Integrity Award (2005).

Also as an AUSA, Mr. Lafferty was detailed as an Ethics Advisor to the Office Of Counsel To The President, George W. Bush, The White House in Washington, D.C. (2001) where he was responsible for assisting in the preparation and review of Presidential nominee financial disclosure forms for conflicts of interest under the Ethics in Government Act of 1978 as amended by the Ethics Reform Act of 1989. In addition, Mr. Lafferty was detailed as an Associate Independent Counsel to the Office of the Independent Counsel (OIC), Robert W. Ray in Washington, D.C. from 2000 to 2001 where he served as trial counsel and was responsible for assisting the investigation, prosecution, and disposition (including grand jury presentation) of the Whitewater and Monica Lewinsky Investigations involving President William Jefferson Clinton. While at the OIC, Mr. Lafferty was conferred the United States Department of Justice's Special Achievement Award for his work.

Mr. Lafferty has also served as a Trial Advocacy Instructor with the National Institute of Trial Advocacy (NITA) and an Adjunct Professor at Stetson University College of Law where he was conferred the Calvin A. Kuenzel Student Bar Association's 2005 Adjunct Professor of the Year Award for demonstrating an engaging teaching style, overall concern for students, and dedication to the legal profession. Mr. Lafferty received his juris doctorate (J.D.) cum laude from Stetson University College of Law in 1992 graduating number three in his class. While at Stetson, Mr. Lafferty was conferred the Walter Mann Award from the faculty and students for demonstrating the greatest promise of becoming an outstanding leader in the legal profession. Mr. Lafferty earned his Bachelor of Arts degree from the University of Florida in 1989 with a Major in Political Science. Mr. Lafferty has also earned Graduate Certificates in Health Management and Leadership in 2003 from the University of South Florida (USF) and Healthcare Corporate Compliance from George Washington University (GWU) in Washington, D.C. in 2006.
