Sam has eighteen years of experience working with compliance issues, having represented the U.S. Government, private clients and corporations in civil, administrative and criminal proceedings. He has also proactively established compliance programs for corporations doing business with the U.S. Government.
Sam’s educational background includes a B.A. in Criminology and a M.S. in Criminal Justice Administration. He has also received a Masters of Legal Letters (LLM) degree from The College of William & Mary
In addition to his private practice experience, Sam has had the following governmental experience regarding compliance with U.S. Government laws and regulations, focusing on the areas of Contracting and Procurement:
- Procurement Fraud Advisor, U.S. Army: Korea, Bosnia, Hungary, Croatia, Germany, Saudi Arabia and Kuwait.
- Trial Attorney, Army Procurement Fraud Division, Washington, D.C.
- Assistant U.S. Attorney, District of Columbia, Civil Division (procurement fraud)
- Assistant U.S. Attorney, Eastern District of Missouri, (health care fraud)
- Missouri Assistant Attorney General, Criminal Division, (health care fraud)
Sam currently serves as the VP/General Counsel for PWC Logistics, K.S.C.(c) (“Agility”), a top tier DOD contractor. He established the Compliance Program for Agility and other contractors doing business in contingency areas. Sam lives in Kuwait where he spends most of his time working compliance and contracting issues in Kuwait, Iraq and Sudan.
